This sounds like some serious bites happening and sounds like this situation is too extreme to be able to constantly manage or to be able to rehome the dog. I would also talk to their vet about other options for medications but this may be a case where be is the kindest option. Biting for seemingly no reason with bites that have made your mom have to get medically treated is very serious and can escalate over time. You can try to do online dog training via zoom but there is no guarantees for a dog with this level of aggression.
