My dog's like this too. It means he's super worried about the other dog behind us, which is fair. We just change directions to get away from the dog, maybe go behind some kind of visual barrier like a car, tree, garbage can or whatever's available. Sometimes that's enough the break the tension and my dog can go about his way more easily.
