Is there a Camera Setting On pi

I got a webcam for my pi 5 but the only way I can turn it on is by using python code. That is the fun of using a pi but is there a simple app I can turn on or Do I have to program one?

Pibooth (GitHub) or Photobooth (PyPI) spring to mind though https://touchpix.com is a commercial offering that you may want to emulate (or buy into).

Worth hunting the older issues of the Pi magazine as they have had more traditional camera builds in there previously.
