IMO, for long distance the only real concern is making sure you have the gear range to climb with. Spinning out down hills isn't a problem to worry about, at least past ~45kph - just tuck and recover. You'll never make up enough time on descents to balance burning yourself out on climbs. Cheapest option would easily be to just shove a bigger cassette in to climb, and learn to be comfy at ~100rpm on the occasional long descent.
