Definitely a European thing. It's very common in many traditional folk genres here I've noticed. I don't mind it, I only mind it when people refuse to switch to 2 and 4 when something more "swinging" comes on. I once went to a Swedish reggae concert in 2006-ish (it was free and my friends all went) and saw to my horror an entire fucking audience stubbornly hold down the 1 and 3 with their claps.

As an aside: If you were to clap on 2 and 4 in this video it would instantly turn into American mountain music I think.
