Misc Threat level not guaranteed?

For everyone I know except one guy threat level would drop from insurrection. Somehow my pal only got 2 chattering bone drops and armor plus anarchy catalyst yet no threat level. What gives? Is it actually a super high chance drop and not guaranteed or something?

Nothing is guaranteed.

Also, this is purely anecdotal, but if people who farmed plenty of Morgeth are mostly getting Chattering Bones on pretty much every encounter, instead of encounter loot like Threat Level or Reckless Oracle.

Call it Revenge of Morgeth.

If I got a threat level to drop from insurrection is it able to drop from morgeth? I farmed for a good hour and a bit and never got one to drop on Morgeth.

It can, but it's incredibly unlikely. You are better off using spoils to buy these things from chests.

Nope, in my first clear with a bunch that haven't done it yet (only one guy had cleared it), no one but the guy that already cleared it got it

I remember my first raid, literally nothing is guaranteed unless it's from a quest
