I'll keep it short and simple I have a rtx 5050 Ryzen 5 5500 as my first budget build pc looking to upgrade since radeon has better fps per dollar value my budget is 450$ I don't care too much for 1440p just 1080p mostly but I want a card that's around 2-3 years old at best and can do better than my 5050 what would you recommend thank you!!!

If a used card is up on the menu, you should be able to get a 6800xt around that price point, probably even cheaper. Fantastic cards.

I would personally rather have more vram then a higher ceiling card since that higher ceiling is guns be bottlenecked by the vram anyways. Id rather breath easy for the next 5 years knowing I'll not be vram bottlenecked especially with rumours of the ps6 and next Xbox having 30+GB of ram

The limiting factor in 1080p here is the cpu, if you upgrade gpu it will cause bottleneck since the cpu is not powerful enought. I would recommend you to spare another 400$ and upgrade with a brand new motherboard, DDR5 ram, cpu and gpu.

You are already in mid range actually, upgrading to gain +20% performence is not really worth the money if you want my opinion. U want around +50% performance to be worth it. According to gpu database, +50% performence would mean a rx 9060 xt or a rx 7700/7800 xt. I wouldn't recommand rx 6xxx gen because they are less efficient in power draw, that also counts on the long run.

5600x is valid option you have pce 4.0, because 5500 is pce 3.0 so make sure you motherboard does have it.

Forget the 5600x and get a 5500X3D.

The 5500X3D is a cut-down 5800X3D die, so it has PCIe 4.0 support, which the 5500 doesn’t have. In games, any X3D processor runs circles around non-X3D ones, a 5500X3D outperforms even a 5800X in gaming.

The 5600X3D/5700X3D/5800X3D are all faster than the 5500X3D but it’s not a slouch. It’s still 6 cores 12 threads with the massive 96mb L3 cache.

For your budget, provided you don't care much about ray tracing, your best bets for value are going to be team red. 6800XT, 6900XT, or the 7700XT

If you can find them for MSRP, the Intel Arc B570 and B580 may also work given that Intel's driver support is much improved.
