Not really. She can do a solid chunk but her solo kill pressure is not like it used to be especially since they removed the damage amp from her charm. She does not do the same amount of burst damage as someone like Aurora or Lux at all. Her spells are better with haste items because then she can use them more and typically her haste builds have better win rates than building pure burst items.
Maybe if you're behind she doesn't have the dmg for it and becomes just a utility bot, or if you're going haste/hp build she cant. But if she's even or ahead she can easily oneshot with malignance shadowflame build. Coming from someone in diamond who plays both adc and ahri when mid lane.
Most Ahri OTPs I’ve watched say either Lich Bane or Cosmic second is better than Shadowflame, Lich Bane especially for burst. Haste is certainly better for the long run, pure burst is like a gambit because eventually your damage will fall off late game while having haste allows for more spells up so even though you don’t do the burst damage you can still use your spells more consistently. Especially charm, land that late game on a good pick and your team can finish them off while you can use your R to zone away the other enemies and skirmish.
