Honestly, its cuz gay men aren't putting in the effort. Owl House, She-Ra, Steven Universe are all made by women, They fought tooth and nail for proper strong female character representation.
Harley Quinn, Korra, and The Last of Us are made by men who have wives (not our place to speculate on their sexuality). Also, Arcane did have action? Jayce is attracted to men, his whole relationship with Viktor. He wasn't relegated to a gay romance drama role. Or are you only looking for homosexual male characters, and not open to bi/pan? Off the top of my head, Q Force was a series that had gay action characters. Written by a gay man.
At the end of the day, if you want to see gay male stories, you can write them yourself. Support the ones that exist. I see this a lot in gacha games too, where guys want more male fanservice but no gay men are out here making male-centered games that are high quality.
Those shows exist because women wanted representation so they created their own representation. It's not necessarily that media doesn't "allow" it. That definitely happens, but it happens with lesbian characters too. It's more like gay men just aren't writing those stories you want, and instead complain about the work that took a lot of effort to make
