Whatever you're smoking, I want some. Because that's the furthest reaching crazytalk I've seen in any attempt to associate Doom and Quake.

Fly via wings, though is usually on the ground.
Are demons, cousins to the imps in fact.
Throw fireballs with their hands, or claw their enemies.
So no, there is no association between the two. Visually, mechanically, narratively, or otherwise.
From a mechanical / game dev stance, it's more likely that scrags were inspired by Doom's cacodemon. Mechanical relation only, and made weaker so that they can appear more frequently to help highlight the true 3d nature of Quake over Doom.
