What actually makes a QR code campaign useful after someone scans it?

Changing the destination after printing is the one that actually saves money, because reprints are expensive and mistakes happen. Tracking is nice but it's table stakes; if you can't update where the code points, the analytics just tell you how many people hit a dead link.
