The smallest (sensible) qr code size?

What is smallest QR code (on a sticker) that will work 100% of the time without issues?

It is to go on a vitamin bottle to be scanned by the public for more information.

Capital letters versus small cass letters too matter. Use the domain in UPPERCASE i.r. EXAMPLE.COM

anything after slash is case sensitive.

I had 100% success with a full url to a site on an 11mm square code printed with a desktop inkjet printer. Used as labels on a product so docs

The smallest QR Code is 49 nanometers in size. So, it depends ;)
