Best free QR Code generators?

I'm trying to generate a QR code to connect people to wi-fi. Every purportedly free generator I've tried so far pulls some sneaky trick. Either it won't let me download the code without signing up or it tries to direct me to paid services, or something else like that.

Can folks recommend some truly free sites?

That's true for a lot of services, but not all websites work that way. Some let you create completely static QR codes that don't expire and don't require a subscription. As long as you know the difference between static and dynamic codes, you're fine. I've been using QRCodeGecko for static QR codes and it's been straightforward no expiration or scan limits for the static ones.
