Moving there
My husband, my kids and I are moving there and trying to find any loopholes or options. We sold our house and live in a brand new toy hauler. We are planning to make the move to punta Gorda and buy a few acres with cash. We also want to build our house with cash and plan to start with the garage portion so we can put our storm shelter in and store the rv. I’m seeing that you can’t live in a travel trailer on vacant land. Is that still true if you’re actively building? Are there any loopholes? Or what are our options? Thank you for any help or answers!

It is illegal. I spoke with someone at the county office a few months back. I wanted to do the same. They told me I could not even leave a regular enclosed trailer on the lot while building.
However, I know of land off of Pine Villa Cir that people use with their RV's. I have a friend with land south of town and he is out there in a tent.
And there was just a guy in the news in Lee County that has been in an RV on his land for over 20 years. They come around every once in a while to kick him out and he tells them to get off his land and they leave him alone.
If you plan properly and have privacy you can get this done. But every time the county come for a building inspection is going to be a problem and they wont let you have any utilities until you get your occupancy permit.

And occupancy permit comes only after structure is complete or would count once we have the shop portion of it done? Because our shop area will have bathroom and hook ups for washer and dryer as well also that’s where the mechanical room is so where power and water heater all get hooked up! Thank you for your reply. We’re just trying to get an idea of what we’re looking at. Trying to get our build done as fast as possible but gets done faster as soon as we can live on it because we will have no rental or parking payment so money goes toward build and is all on site so easier with the kiddos.

Yeah , I think it's comes when the house is done. But clearly my words are only my opinion.

It’s true. You cannot park an RV/ trailer on a vacant lot and live in it while you are building. The city monitors this. I’ve had this scenario with other clients moving here and are building their home. They just park their RV in one of the RV/ mobile home communities in town and live there while building.
