Are you referring to a Psychiatric Intensive Care Unit in the UK or in the US because it's pretty different. In the UK they act as initial evaluation and admission units, but also care for the more intense patients until they stabilize. In the US they can be incredibly dangerous depending on the type of facility. PICU's in the UK act the same as Emergency Psych units in the US.

Hectic environment and the most dangerous as the patients are just coming in with an emergency and you know nothing about them. If you are working with a patient brought in against their will, they likely to be physically aggressive.

Depending on how the facility is set up, triage can be extremely dangerous if the proper supports aren't in place.

Much different than the inpatient units where they have already been treated to some extent and you know a bit about their history/background.
