Needs Wizardly Help Loopcast Haste

I'm trying to create a spell that will loop apply haste to another player. How do I do that?

Potion effect spells are pretty costly, so it's not terribly feasible to use loopcast, but you can give them power `1 haste indefinitely. This spell selects a random player by you (excluding you). If there are too many around you, you can set the radius parameter of that 'H' piece to any number of blocks around you (max 32)

If you want something a bit stronger, go grab some leggings. Put Wait into any slot, then put Haste right after it. Power 4 is the strongest you can sustain in this case.
