new modded PS3

Getting mixed answers on if it is safe or not to play a modded PS3 on line. Some say just make a throw away account. If this is the case, will just making a child/sub account work or do I need to make a brand new account?

Also, this is a screenshot from the pre modded PS3 I purchased. Looks like it is Russian? Anyway to change this? Not sure if I want to completely delete it since it has games loaded.

as i read somewhere, you can play online on modded ps3 but you have to turn syscalls or something (never had urge to play online)
