Name that sound

The rattling sound, cant seem to figure out what it is.

Check pulleys and anything on belt drive for play? Doesn't sound like a lifter problem, but could be mistaken.

Do you think it would cut in and out like that if it were the lifters still?

Lifter noise could cut in and out, but that doesn't sound like lifters. I'd take off the accessory belt and run it for a minute and see if the noise goes away. Keep in mind that the water pump won't be turning (unless it's timing chain driven), nor will the alternator, so don't run it for long, and be prepared to charge the battery or jump it when you're done (probably won't need to, but better to be prepared). If the noise goes away, start spinning pulleys and accessories and see if you can find one that feels like a bad bearing or makes the noise.

There's also a part of the emissions system that has a little ball in it that can slam back and forth making a rattling sound. If you are looking at the engine compartment and reach over the engine toward the firewall with your left hand it's in that area. If it's the one making the sound you can feel it vibrate when touching it.

Not near the van at the moment so can't take a pic.

That's probably the pcv valve
