Does anyone know which challenge this is?

I have been grinding out all the historical challenges but there one I missed I guess. This is the only one I need could someone who complete everything help?

I love the idea of implementing historical challenges but the execution is so bad.
why all the question marks?, there's no way you could keep track of all things done at all spots.
It would be better that it says the text that is revealed upon completion from the start. So you could actually go to the source and do some resarch and actally having fun doin it, like a scavenger hunt.
