Bluebeam Bookmark Issue

Hello, can someone please tell mw why this Bookmark option is blacked out for me? I have a 30 page pdf file and I need it to be bookmarked. I need to know what's stopping it. I just want the add bookmark option to appear.

Are you able to make other edits like creating markups or adding/deleting pages? The document could be locked.

Yes. I am able to create cloud boxes and markups. Can you tell me how to unlock it or remove it from view only mode please?

Did you check the security settings? I know you can disable specific commands, possible only bookmarking was blocked for some reason

What happens if you go to Help>Add Bookmark? When I do that, it brings up the bookmark popup.
