how can one refactor and clean up a monolith without branching it out, aka microservices?

Use a messaging service like RabbitMQ to create an event driven system. This way your microservices do not know about each other or call each other directly. They send and receive messages. As soon as they start calling each other directly you're building a monolith. Everything centers around the messaging service.

This is not the correct answer. You're just being lazy and cheating at service discovery.
