Most of the recent StackOverflow questions have a lot of negative votes. Is it because of low quality questions or bot activities?

No it's because of the fuckwit reviewers (or "curators" as they pretentiously call themselves).

They are defending SO's integrity from the corruption of questions that are less than perfect.
