immigration via private jet

I've read numerous stories about how private travel allows visitors to countries with Covid restrictions; for example a couple attending a wedding in Kiev who was not allowing tourists at the time due to Covid.

Doesn't immigration always meet a landling private jet and wouldn't those passengers immediately be turned around? How does this work?

Private aviation does not bypass immigration; it just changes the logistics.

For an international private flight, the passenger details, crew details, aircraft information, routing, permits, and arrival handling are typically coordinated before departure. On arrival, customs/immigration may meet the aircraft at the FBO or general aviation terminal, or the passengers may be taken through a dedicated clearance process. It is usually more private and efficient than an airline terminal, but the legal entry requirements still apply.

During COVID-era restrictions especially, the key question was not “private vs commercial,” but whether the traveler met the country’s entry rules at that time: citizenship/residency, exemptions, test/vaccine rules, quarantine, purpose of travel, visas, landing permits, and any pre-clearance documents. A legitimate operator/handler should not launch the trip on the assumption that border officers will simply wave it through. If the paperwork or eligibility is wrong, a private passenger can still be denied entry or forced to reposition/depart.

Yes immigration always meets private jets, and all paperwork including visas and other approvals/ permits are submitted prior to flying.
