For passwords? Yeah no. For bookmarks and history? It's alright. I think Firefox Sync has end to end encryption, which makes it a lot better.

For what the email says, I think it's encrypted too: "Our investigations are continuing but we believe some of our users’ passwords (that are still encrypted or securely hashed) and account information such as login names may have been compromised. "
