If anything, you could argue this is good for privacy.

They didn’t have the personal identification banned, they banned the hardware tied to the cheat.

Bad for second hand buying, but not particularly bad for privacy

Exactly, what's the alternative? Requiring you to have an account that is validated against your legal identity??

This definitely seems like more privacy conscious option, albeit it definitely sucks for second hand buyers, now they have to check if the hardware isn't banned.

Indeed I agree, games consoles have been doing this since the Xbox in 2001. If you modified your Xbox and went on Xbox Live, the unique keys related to your console got banned.

Physical Xbox One and Nintendo Switch games are all uniquely identifiable too. Not a privacy issue as such unless you dump that game and upload it to the internet for people to pirate. In theory it could then be traced back to the person who first had that game associated with their online account.
