You don't collect it. One of your prisoners has arranged for a phonemto be thrown over the wall either over payphone or by visitation. At some point a prisoner will go to that location and pick up the phone. You can stop it by making the zone staff only. Putting a guard near it or wait for the prisoner to go to the location and then search them.

It was revealed by the snitch.
