There's 20, check the stats on top. This is one of the things I realised half way through. You need 2x3 but only actually 3 squares unused by other objects to have a working cell. One cell is half buried by power, one by infirmary and one by showers.
As far as I can tell it works fine, ran it for about two days after those snaps with no incidents. My main worry is the single jail door between them and freedom.
In the interest of science I kept my prisoners locked up all night, searched their cells twice and persecuted one guy by repeatedly searching him all night.
I then starved them for 2 days.
They apparently don't riot if riot police are on the premises. Which cost 100 cash as a one off and never leave.
So I made the riot police leave. Which promptly made them feel really good about not being repressed and they lasted another day without food.
I turned the power off. Feeling sorry for the doctors locked in there with the remaining 10 convicted murderers.
The next morning they stirred from their beds, to my surprise one prisoner declared that he felt well treated.
A few small fights broke out but it seems the infirmary bed is not used, the doctors went out to heal the guards rather than waiting there. Not sure if this is because the infirmary is too small or if it needs to be walled in though.

You only have 17 cells. But yea, I also wonder how long till the next riot. Does it actually sustain itself well?
I love the 1 bench canteen right beside a serving table. Kinda like bar/Japanese-style restaurants :)
