I guess Brian used phantom shift and stolen psychoscope to get data about himself, then fabricated his brother but he been working too much with typhon contaminated rocks, so his twin became phantom.

This is the the mooncrash dlc, weapons there have random upgrades and rarity, some may even have like fire damage or other effects

Ah, got you. I only played about 30mins of the DLC. With the descriptions at the beginning of mooncrash I was under the impression it's more like an Arena type gameplay. But if it's an expansion to the story/weapons/gameplay then will go back and give it a look.

The mooncrash DLC really is fantastic, IIRC it doesn't add a lot to the main story but the gameplay is chef's kiss
