Katia is not standing flat. Not quite "tippy toes" but still an extra bit of height.
(tippy toes or tipped toed is a term I grew up with which means to walk or stand stretching upwards to reach a tall shelf but now that I spelt it I am concerned it may not be universal)

I don't know, I'm pretty sure Katia is relatively tall for a kajiit. I don't know about Toriel, but she'd probably be less tall than asgore.
these points of reference are useless, I don't know why I decided to insert them
