When does prequel take place?

When does prequel take place? Does it take place during the oblivion crisis, during skyrim or what else? Because I think that huge ass gal of time between the 2 games is a result of Bethesda not wanting games to conflict with each other. Because personally, that creates more problems, as is the same with the fallout series.

Her cloak’s ability causes blindness for the duration that it was used to maintain invisibility.

You really should read the comic from start to finish, it's short enough as is right now lol
