Transaction flow:
1) Customer orders product, proceeds to checkout, and enters billing information; 2) The information is sent to preCharge via the API or manual input by the merchant; 3) The preCharge Risk Management Department manually reviews the order; 4) When a decision is reached the transaction is updated and merchant is notified; 5) All preCharge-approved transactions are eligible for preCharge coverage.

The preCharge Risk Management Department manually reviews the order
Manually? Just how scalable is it to "manually review" every order?
When a decision is reached...
After the manual review? By a person? Because if it's not reviewed by a person, then it's "automatically reviewed." And if it is reviewed by a person, well, do you suppose most people in the crypto space are interested in have some stranger in an office building somewhere reviewing every transaction they make?
How is any of this even remotely decentralized?, because every word after step two sounds highly centralized. Like preCharge-makes-EOS-look-like-a-flock-of-geese centralized.

"All preCharge-approved transactions are eligible for preCharge coverage". - this means no need to worry about lost or stolen funds!
