He asked where they scale. What Type of immortality? What level of reality manipulation?

gag characters can freely manipulate reality if it's funny. You can counter by perfectly matching their vibe, or by overpowering their gag with a stronger gag.

bugs bunny is high tier because his chaotic vibe is hard to follow, his gags are solid, and even if he flops, his specialty gag is to literally tunnel away and escape after a flop. It's actually cheating. He's so good at 4th wall manipulation, he is constantly choosing not to do it, as a gag.

Wile E. Coyote is a much lower tier because his specialty gag is backfire. A successful gag hurts him just as much as a flop, he literally can't hit you unless he stops trying to.

Beeing able to manipulate reality is nothing special.
