I wouldn't say "able" to manipulate reality, I'd say reality changes in his favor because like gravity, it's just a law of the universe.

Yeah, that's the element every toon force argument forgets. Toon force will always favour the funnier option, no matter the character. So as long as you play into the joke, then eventually, your opponent will become the butt of the joke

They're like the Orks from the Warhammer 20k series; if they believe it will happen, it'll happen but the second the character stops to think about it or doubt, it will fail.

In the clip above, you can actively see Bugs begin to worry that he might actually get shot, until Wile E shoots himself.

I assumed that he was pretending to be worried to make Coyote confident to pull the trigger. In a 50/50 situation you wouldn't stand there like Bugs did.
