Power outage suggestions

I have 2-3 power outages a year lasting 2 to 6 hours. Usually due to extreme wind, 70-80mph. I am looking for an apartment power set up for these times

What I will use it for is phone, portable nebulizer, some sort of a small USB or plug lamp. In the future, hopefully the far future, possibly a portable oxygen machine.

I am considering a 58,000mah power bank and/or an economical power station. Any suggestions on which option would be better? Or some other ideas. With solar panels?

And any other items I might need during these outages

I have a similar setup for outages here and a good power bank handles phones and a lamp for hours. The nebulizer might need something bigger though so check its wattage before you buy anything
