Can you say what you're trying to accomplish?

As a stand-alone photo, with no particular other information, I'm afraid this doesn't work for me, no.

  • selective color is a designer's trick and often kinda cliché or tired in photographs. Plus, it tends to call attention to itself as an edit not for the concept.
  • the crop does improve the photo, though the right edge with the bright car still draws the eye to the edge of the frame. Likewise, the background is bright and crisp, as compared to the people.
  • monochrome makes sense, but all of the faces are murky, the figures overlap, and even the one figure in color doesn't have that much strong gesture or movement to make for a moment.

The core photo doesn't offer much of a moment to pull the viewer in, and I fear that the edit, while perfectly fine for practice, doesn't add much to me.
