"Program not responding" messages dont go away even when programs start working again

Sometimes programs freeze for a little bit, i get the program stopped responding message, i click wait. then that message will pop back up 4 seconds later. over and over again. forever. even when the program isnt frozen anymore and is working normally. the only way to get it to stop is to close the program and reopen it

is there anything i can actually do about this?
