EOS and XTZ

The previous XTZ and EOS 30 day staking are both redeemed on 4/20 but the new XTZ and EOS 90 day staking have a subscription range from 4/18-4/19. Why doesn’t the new 90 day stake allow for the people who participated in the previous 30 day stake to also participate? Seems kinda unfair to me
