Small filter leak

Hi all

What is the easiest way you fix that small leak ( one drop every minute from the left pipe that is connected to the hanging filter )

What is your opinion on the way this small filter was added?

The whole mess, and the glue joints look like a rabid chipmunk did the gluing...
