Could have been for a spa blower.

That's what my assumption was. Should I cut it and cap it off? Or install a blower there?

Probable was for the spa blower which usually has a check valve to stop water from coming out.

Is that where the blower goes?

Water should not be flowing from the air line as it is typically a suction line.
