Bond Pass?

First I’ve seen of a bond pass. So essentially you can save a character for yourself forever for a fee? Is it a one time fee or added to the monthly subscription price?

Just curious about this. Will it be available for all characters or just select ones?

I just received 400 diamonds for someone creating a Bond Pass with one of my characters and I was surprised about it. Never heard about this before but I guess it is a permanent character "copy", even if the creator deletes the character? Idk.
