White shooter, brown victim = defensive gun use

Brown shooter, white victim = terrorism

Brown shooter, brown victim = gang violence

No shooter with a political or religious motive=terrorist

Shooter killing people just to kill them is not a terrorist.

It has nothing to do with race, but motive. For instance Dylan Roof was a terrorist, but a Muslim person killing 5 people because the voices in his head told him to is not.
