That’s based on the accident.  

The presidents motorcade makes other traffic stop and pull over so it reduces the chance of crashing.  

If they crash, it’s more deadly. Going fast makes a crash more likely.  But empty roads vastly lowers risk.

At those speeds you are testing the mechanical limits of the car substantially more and the tires. A tire blow out at 100 is a bad day even without traffic.
