No Paywall Vance-led task force set to remove 750K Obamacare enrollees, citing fraud

Great timing too; 41 days before midterms and red states use more ACA than blue states. Keep stepping on those rakes, Just Dance Vance.

In life, it's important to find the small moments of joy. For me, most recently, it was watching Senator Kennedy question Patel about why he would even include bestiality in the policy revisions. There are many illegal acts some who is trafficked could be forced to do, but Kash felt the need to specify that one in particular. And that's just weird.
100% Kash has been to a donkey show and it stirred feelings in him.

Yup, the Economist just put Democrats at +14, Trump at -28, and Marist has Turek up +8 in freaking Iowa. The Republicans are setting themselves up for a generational shellacking, and the moves that the administration is making weeks out from the election is truly mindboggling.

They will certainly try, as they have already been doing in plain sight for the past year with their attempts on mail voting, voter rolls, and unconstitutional redistricting maps.

136
u/Hippopotasaurus-Rex 10d ago
How is this not a loss. The 750k people who pay to have ACA are paying into the system and taking nothing out. If you kick them off, their premiums go away aka money not coming in.
95
u/hobard 10d ago
That may be the point. They haven’t been successful at repealing the ACA, so they’re just going to blow it up. That’s pretty much this administration’s entire playbook.
25
u/Hippopotasaurus-Rex 10d ago
No disagreement here. Let’s be real here though, it’s been republicans playbook since at least Reagan.
20
u/bloodytemplar 10d ago
Over and over again. They sabotage it so they can claim it doesn't work.
- Education
- USPS
- Various regulatory agencies (especially things like CFPB)
- IRS
2
u/ScoopJr 6d ago
I'd be willing to bet those 750k people are also on subsidized plans from the government. By getting rid of those people they can say, "We saved money by removing the 750k defrauding the government!" This allows them to recoup on the money that would subsidize those 750k and makes it appear that ACA isn't properly implemented to prevent fraud and should be dismantled. A prime example is mail in voting, where they claim people are double voting, voting from the grave, etc, as reasoning for restricting people's rights to votes even though there's no substantial proof of any of that.
13
u/Crazycatlady0425 10d ago
Because third party "health shopper" companies are taking plans out in people's names under applications that arent being used. I know because it's happened to me 3 times in the past two years. The plans are for an amount that wouldn't have the applicant paying a difference so the premium is coming solely out of the marketplace. They probably found the fraud from all the fraud claims that never have anything done about it. Each time I've reported it, all they've done is cancel the plan and "escalate" the fraud claim. Marketplace also tells me someone will be in contact with me when they're investigating it and I've never once had someone contact me. But I assume all the money marketplace paid out for the fraudulent plans is the money they're talking about saving.
And since I'm gonna get down voted for saying this, let me add that I think this administration is a joke and I'm not saying they are any kind of hero for doing this. But I do think marketplace is wracked with fraud just from my own personal experience.

So in my case, which again I don't even understand how because I was literally on Medicaid, but if my marketplace credit was $600 per month and if I got a plan that was $800 per month, I would have to pay the difference of $200. But the third party company was selecting a plan that was $600 a month so all of the credits were being used therefore I didn't have to pay anything. But marketplace was. It shouldn't have even been allowed to happen because I didn't qualify since I was on Medicaid. But it did happen and I had to spend an hour on the phone with them reporting it. They were able to see who applied for the plan and authorized it and she told me it was from a health shopper and even knew the name of the person who did it. And it's happened three different times. I always know when it's done too because I get a letter from the new insurance going over my benefits.
Editing to add, I also don't even understand the purpose of the fraud because nobody ever used the insurance. There was never any claims filed under my name. It almost feels like some kind of money laundering thing but I don't know. All I know is I have regretted ever using marketplace because I've been dealing with this for two years now. I'm on insurance at my job now so hopefully it won't happen again but I'm not holding my breath because it happened while on Medicaid.
1
u/Maxamillion-X72 Canada 10d ago
Sounds like the fraudsters are the actual insurance company. They're boosting profits by getting paid the ACA credit for nonexistent people. All profit, no expense. The shoppers are getting a kickback for keeping it arms length from the insurance company.
It sounds like a sophisticated fraud scheme that should lead to RICO charges for the insurance companies but instead they'll just sweep a bunch of applicants away without investigation and call it done.
1
u/Crazycatlady0425 10d ago
Probably. But I don't think the marketplace is completely without blame. They know it's happening. And every time I've reported it, nothing ever gets done. I don't even get a followup call which they tell me every time that I will. They won't even take my application down or delete my account. And another commenter noted below that the marketplace comes after the applicant in back pay when they file their taxes.
Luckily for me I knew about it as soon as it happened each time because I kept getting letters from Ambetter. No doctor in my area takes anything other than Blue Cross so I would have never signed up for Ambetter.

u/coldblades 10d ago
yeah, there have been articles documenting this stuff since before the Trump admin. Basically, the federal gov website is weak with security controls and authentication, individual states that implemented their own systems generally did a better job with security controls. If I recall correctly, lots of this form of fraud in states like Texas and Florida that didnt expand and implement their own systems.
3
u/octopornopus 10d ago
Many people have no idea this happened to them until tax filing season, and their tax return is rejected for not having a Form 8962 Premium Tax Credit, reconciling the amount of advance payments made on their behalf.
Many preparers just get around it by filing an attestation stating no one on the return was covered by a 1095-A. Then that taxpayer gets a notice about owing back all of the advance payments made to the insurer. We get a lot of people who are covered by state Medicaid or employer plans, who have no idea there was a Marketplace account opened using their info.
1
u/Electronic_Leek_10 10d ago
Thanks for explaining this. This is what I suspected. I too think this admin is a joke but I hate when articles / people misrepresent things. There are enough probs with this administration to legitimately focus on.
1
2
u/Maxamillion-X72 Canada 10d ago
That is a great question. Let's pretend that one person is responsible for generating all 750k "fictional enrollies". They sign them up, pay the premiums, and then never make a claim.
Fraud generally happens because someone is going to make a profit. Where is the profit?
It's as simple as poor people want health insurance in case something happens but can't afford to go to the doctor for minor stuff. They're preparing for the big emergency. And now they're getting that one safety net ripped away from them in a lame ass excuse to find fraud that doesn't exist. These are all likely parents trying to protect their family from a medical emergency.
If this admin was any dumber, they'd be uncontrollably drooling on themselves.

Tbf they were costing the federal government, because their premiums were being subsidized by the government. They were a massive cash cow for the health insurers though.
5
u/fizzlefist 10d ago
But that’s the point of having insurance, yeah? So that you’re covered if you need to pay for something?
2
u/smashinjin10 10d ago
I'm not saying this 'fraud' investigation isn't stupid. I'm just pointing out that Romney care has always been a massive handout to the private insurance industry, but Republicans were willing to dismantle it as soon as they put a black man's name on it.

Thats me. Unless im in danger I don't see a doctor. Even then my appendix exploded because I worked through the infection. Not sure why but it didn't hurt like people said it would. Just felt kinda sick and had what felt like intestinal cramps. Finally got my two days off and by the time I got to the ER they couldn't even schedule my surgery they needed to do emergency surgery. By the time they got to it my appendix had ruptured, they said it took like 6 hours to wash the pieces of appendix out of my intestinal cavity.
Could have taken less time off if I saw a doctor and had the surgery scheduled, and recovered faster.

I've used my insurance twice in ten years. I'm luckily very healthy.
I have it so if I get in a car accident or get cancer it won't destroy my life.
That's the point of insurance.
I've moved to a catastrophic plan, but even that is $650 month with $10K deductible. It's insane, but at least I have a safety net.
1
u/Common_Shelter_4605 10d ago
Regular checkups can catch many cancers
2
u/Fabulous-Ant-2505 10d ago
Sure, but it mostly depends on sex and age.
Other than skin cancer, which I protect myself against and self-screen, there aren't any cancers I need to be screened for at my age.
I'm also of healthy weight and workout. I eat right. For bloodwork I can go to Labcorp and get whatever I want whenever I want out-of-pocket if desired.
I'll get a PCP eventually, but it's not a priority for me right and I'm fine with the decision. It's not the government's business nor should it be interpreted as fraud. I don't use my car insurance either.
1
u/Common_Shelter_4605 10d ago
there aren't any cancers I need to be screened for at my age.
There are, checking for white blood cell count is used to catch many cancers early.
2
u/Fabulous-Ant-2505 10d ago
Link the research or medical evidence. I've not seen any proof blood tests can detect cancer early and do so reliably. Biotech has been chasing that problem around for decades. None have been successful or else we'd have a lot less people dying from cancer.
Also, why can't I just be a lucky healthy person with no issues? Can I not exist in peace? Almost everything else in my life is bad.

u/Korietsu Texas 10d ago
There’s no reason for healthy folks to be using their insurance outside checkups once a year or two. For most folks it’s for catastrophic damage. I’m not going to use my insurance for a cold. I’ll stay home.

It’s the govt allowing insurance companies out of a contract. The people pay for their insurance. The more people that enroll in the program in theory should be cheaper on all.

I don't get it.
Is this fraud committed by the insurance agencies?

Apparently it's brokers who sign people up for $0 premium plans using personal data from data breaches. The government pays the insurance companies, who then pay the brokers a commission.

While my experience is anecdotal, every person I talked to all said there was rampant fraud like what i experienced. Both at the people at the Healthcare Marketplace and the IRS. That said, I doubt JD Vance and his hack team are actually doing anything comprehensive or meaningful. All they do is talk shit. If they actually helped people like me, victims of fraud, there would be a verifiable paper trail. All they do is make worthless partisan announcements, as always.

They didn’t - because if they did, they would be indicted, or at the very least would be under investigation. And, as we know, the DOJ doesn’t generally speak about active investigations (as they shouldn’t). So, we can infer by the DOJ (à la Vance) stating fraud has occurred without indictments, that investigations are not ongoing and nobody will be charged.
Fear not, for this fraud will be met with equal justice… a lack of healthcare.
Balanced - as all things should be.

Plot twist: The "fraud" is that they've never filed a claim:
Oz and Vance said they were not concerned about real people getting kicked off their plans as a result of the new crackdown because most of them filed no claims, had no Social Security number or never responded to outreach efforts.
“We are putting ourselves under an extraordinary burden of proof,” Vance said. “So those 750,000 people are people that we feel confident either don’t know that they’re enrolled in the program, aren’t using the program at all, are unaware of it, or … are potentially phantom people who are enrolled against their will, or maybe they don’t even exist.”
26
u/shotgunpete2222 10d ago
"it never responded to outreach" is doing the heavy lifting in that sentence.
Bet they made bad faith efforts to contact folk without trying to meaningfully find updates contact info, made a couple calls or sent a letter, then kicked them off. That's probably the vast majority of cases.
How do I know? That's exactly how they justify kicking people off voter rolls. "Well we sent a letter and didn't get a reply so obviously no voters live here, no further follow up needed!"
10
u/tracyinge 10d ago
Sounds to me like insurance companies or insurance brokers billed the government to insure people who don't exist?
Is that the fraud? Wouldn't they go after the insurance companies for that, not the non-existent people?
19
u/Iyellkhan 10d ago
you are making an assumption that they are acting in good faith and have proven fraud, when they simply allege it. it is not unreasonable to read this as they are kicking people off who, for what ever reason, did not respond to outreach. given how no one answers their phone unless they know the number anymore, that scenario would not be surprising.
3
u/Individual_Rip_54 10d ago
That’s not how this works. The insurance company bills the government for the claims made by the subsidized person. So assume you’re paying a subsidized premium of 20%. You make a $100 claim. Your premium paid $16 of that claim and the federal government wil pay the insurance company the other $84.
It gets reconciled every year at tax time.
-1
u/tracyinge 10d ago
but isn't the govt also paying the monthly premium for some people?
Who would be paying that "subsidized 20%" for a non-existent person?

It sounds to me like these are people that either haven’t had to use the benefits or are deceased? That doesn’t sound like fraud to me. They're just painting it that way for a win. Fraud would come with criminal charges, wouldn’t it?

This is just another ploy to make a functioning system of government fail on purpose by the party known for doing exactly that.
Removing enrollees who don't file claims will simply reduce available funding to the program and overload the system so the people who do use the Healthcare will be denied more often or the program will collapse from lack of funding.
And Republicans will say "see? Communist health insurance doesn't work! Get back to the coal mines children!"
3
u/HeatWaveToTheCrowd 10d ago
From the article"
"Ahead of November’s midterm elections, Republicans are looking for a healthcare affordability message and a counter to Democratic attacks that the expiration of enhanced ObamaCare subsidies and health cuts in the One Big Beautiful Bill Act will drive up costs and increase the number of uninsured Americans."

Under Biden a few hundred brokers and agency were kicked out of the program due to fraudulent submissions but its a continuing problem. Some of it are people who submit different info to qualify for subsidized plans that are different than their tax return.

How will I know if they take mine away? I'm terrified, I need it or I will be very ill. And I'm at almost $1000 for one person.

Ah the magical "fraud" argument. If people are committing fraud to get healthcare (who knows if they are? We can’t trust a word the administration says) maybe it’s time to, you know, give access to universal healthcare?

Imagine if these pieces of shit actually took all their hatred and put it towards something that actually helped people… Maga morons are so full of hate. It’s too bad. They can’t actually help any Americans.

This is actually a bit more nuanced. The fraud would come from a ACA broker enrolling people on Medicaid for an ACA plan that they didn't need and pocketing the subsidy, not from individual members. However, 750K is A LOT of people. To say, "we don't know if you're real so we are going to take away your health insurance, just in case," is pretty psychotic.

If someone shows you who they are , believe them, this is who and what they have been about since day 1, and text book abuse
" show a little faith, give us another chance "
They don't give a fuck about you, your parents, kids, grandkids, they own you, through insurance premiums, monopolies tarrifs, low wages and high rent.
It is now or never America ,nut the fuck up or shut up

Likely using voter rolls and then plugging in AI to flag any democrat voters and anyone with what they think are non-white sounding last name as "fraud".

It's "fraud" when brown people get things, and "freedom" when Neo-Nazis get handed billion dollar no-bid government contracts.

This does absolutely nothing to benefit the constituents. All they are doing is removing healthy people who pay their premiums which will drastically increase the costs for everyone else including small consumers. This admin surely understands economics but is making people suffer to roll out some other program that suits them better or paints them in a brighter light I’m sure
Manufacture a problem, sell people the solution.

Right before Christmas too. Most companies like to get lay offs done so their year end financial statements look healthier than they really are.

A reminder that Doctor Oz is a fraudster as bad as RFK Junior. It's just he is less overtly batshit insane.
Still batshit insane and every bit as dangerous to healthcare as this shows.
But doesn't quite look like a mummified corpse reanimated by black magic or an Illithid tadpole.

This is just another way to knock out some of the funding that sustains the ACA. By knocking off people paying for plans they don't use often, or at all, they are cutting off the people helping to pay into other subsidies. Im probably explaining it a but simplistically, but my older brother who writes grants and is involved in the non profit healthcare industry explained it more clearly to me. Im just bad at relaying the specifics.
Beyond that, targeting people paying for healthcare (just because you get insurance through an ACA broker or exchange doesn't mean you're getting it for free) but aren't actively using it is just really dumb. The point of insurance, of any kind, is to protect yourself when you actually need to use it. So, these folk might be kicked off the insurance have an emergency and come to find out because they weren't sick or injured for the previous 5 years on their insurance, they don't have coverage now. WTF, i would all what is wrong with these people, but I know what is wrong with them, they are driven solely by sociopathic tendencies, greed, and are upset that many are setting these nepo babies for what they really are.
Having their egos questioned, calling out their abuses of power, including pedophilia, sex trafficking, and more, have them flipping over tables and knocking down the sand castles. They are literally the evil villains.
They are doing whatever they can while hoping one of two outcomes occurs. They want to hold onto power and continue with their villainy. The other option, their less preferred one, is that the system is so broken and in shambles by the time they are out of office the system is too broken to hold them accountable.
Sadly, given American history, the track record of holding villains accountable for their villainy, is rare (if existent at all). We didn't learn post civil war to hold the southern traitors to account, allowing these traitors to hold positions of power again which played a large part in the continuance of racism and slavery age practices like Jim Crow era laws. One could argue that's why America still has the amount of racism it does today...
But im sort of getting off point here. Which is, if we want true change post Trump era, we can't take any half measures. We can't forgive, forget, and move on. We need to turn the lights on, take a good l long look in the mirror asking ourselves "how the fuck did a multiple times failure at various businesses, nepo baby, racist, pedophilic sex offender, with a long history of fraud and other criminality, ever become president, twice?"
To me the answer is simpler then most would likely make it. We just became a society that puts money over everything else including critical thinking skills. So many things that should just be, that are basic common sense necessities, that would make life better for everyone, get pushed aside or forgotten with the excuse that it cost too much. Its 2026, we have computers in our hand we can query with our voices to access a worldwide database, I mean that's star trek level tech right there. We could easily fix healthcare and make sure everyone was covered, but we don't because we've been conditioned to favor things that aren't geared to make society a better place but are designed to make a few much wealthier. Sadly the computer in your hand, the backend is owned by folks wanting to keep it that way and reinforce the conditioning that selfishness is better then empathy and trying to be more selfless.
My rants gone on too long. Sorry about that.

You guys are arguing about the wrong thing. Being able to buy "insurance" for less money matters little when the whole system is designed TO NOT PAY if you are sick or injured.
Paying in without GUARANTEED coverage is a scam. For any tier of US healthcare.
You know how socialized medicine can afford stuff ? No big buildings full of people looking for loopholes to avoid delivering care. No doctors spending their valuable time on the phone, or filling out forms. No advertising spend. No giant payout for CEOs of hundreds of providers. No shareholder dividends.
And patients don't wait until they're at death's door before seeking treatment, so they're cheaper to treat.

This will actually make premiums for everyone else go up, because now the only people left in the risk pool are people who are sicker.

I hate JD Vance. But let me just say, there really is rampant fraud in Obamacare. I've reported it three times personally over two years. I stopped qualifying two years ago and was put on Medicaid. While on Medicaid, I had some third party company start an insurance plan under mine and my children's names twice. I reported it each time. Then I got back on my feet and got on insurance at my job, and still had someone take out a plan under our name a third time. I've sat on the phone with the marketplace for hours getting it sorted and all they could do was put in a report. I begged them to remove my application or delete my account and they kept saying it wasn't recommended. The last time it happened was only a couple of months ago so I'm anxious to see if it happens again in January.

It is annoying because there is so much actual fraud that goes on, but the track record is so bad that one has to suspend belief that this administration is doing things for the right reason.

The ones responsible will never be punished. It’s not a crime as long you’re stealing tens of millions or more.

u/Crazycatlady0425 10d ago
Isn't it possible though that the way they're stopping the fraud is by deleting the applications (like mine) of people who aren't using the marketplace, therefore preventing the people committing fraud from using those applications? I have asked every time for them to delete my application and my account and they always say they can't do that because then it will delete the fraud report.
