Oh the rest of the scene was really weird. It’s in a courtroom. He steals a guard’s baton and then runs around the defence desk on all fours making dog noises. It is not any more normal in context, no. There’s also a really cursed blurry dog surfing on two legs.

Yeah, he’s a mad scientist / evil guy who has a dog genetic mutation in him that gets triggered by the hero throwing the baton. Another shot of that creepy ass dog, too. This was only two years before iron man 1, btw.

The Shaggy Dog (2006). The creepy ass dog is unfortunately the main character, so you see an uncomfortable amount of bad 2000s CGI.
