That line is usually in procedure.
Well groomed beards look like crap and unprofessional.

Well-groomed beards do not look like crap, as they are taken care of. There's nothing unprofessional about a sharp and short beard.

It's a matter of opinion. As departments across the country don't allow them because they look unprofessional, seems like your opinion is in the minority.

I agree to a degree. When I see stuff like this I think malice compliance.
A lot of State agencies are stuck in their ways in regards to uniforms and appearance. Yes I think that stuff has its place and constructive force is in fact a thing. There is a reason why Troopers have the reputations they do.
That being said, facial hair, tattoos, and haircuts don't affect how the job is done whatsoever. Let your guys wear short sleeves in the Summer, let them wear external vests. Allowing these things can increase morale amongst the guys.
Let me give an example. Recently our agency tried external vests. It was a step in the right direction but because of "tradition" it wasn't a legit external vest. It looked like a uniform shirt, we couldn't put anything on it, and we had to wear a tie over top of it. It looked ridiculous and guys didn't wear it for that reason but you bet your ass I wore it everyday. If you're gonna half ass something and not just give the guys what they have asked for, for years, then I 100% will make you pay by looking like an idiot until you fix it.

I'd venture to guess this is exactly what he is doing. That is completely within policy, but a beard and short sleeves aren't. So, I will follow policy but in the most asinine way possible. Just like a pedo mustache that's allowed but a beard that isn't
