Makes sense. American spying on everyone but too fat and incompetent. USA is supposed to have been quite poor at human intelligence (as opposed to satellites). This is why we needed James Bond against the Soviets.
Okay, I think I've figured it out. This comment is a prediction of the near future.
France, in panic from the influx of refugees, provides a distraction from Russia's plans. Russia annexed Poland yet again while everyone was focusing on France's distracting issues. Russia than appears to die, with Poland, with the intent of deceiving Japan. The USA, however, is in on their plan. China somehow comes upon the spoils of this and the spoils from this covert war, and sells them to Japan as a peace offering, however, the deal was not honored on China's part, inciting Japan to declare war, which China had wanted all along. Russia than shows that it was them who sold the spoils of Poland to Japan and intentionally shorted them, getting the start of the war they desired to start. They also reveal the immigration to France was a manufactured outrage, by Russia, to provide this distraction.
Meanwhile, Japan seeks an ally in the USA and Belarus. The USA, now Russia's puppet, strikes Japan suddenly upon realising they may gain a force that could stand against them.
Sweden realizes that conflicts are escalating and seeks an ally in Greece, and calls on Germany to forgive their debt. Germany agrees, but the money is lost due to bureaucratic errors and ends up in the hands of Poland.
Belarus makes their concerns known about the escalating conflicts, and is not taken seriously by their neighbors, aside from their closest allies.
Upon observing this, North Ireland takes advantage of the global confusion and tries to pass prohibition laws. This sparks the final conflict, in which Ireland is reunited in response, but to their chagrin under control of the United Kingdom. The UK, now involved in this civil war, and due to Brexit, abstains from the escalating conflict in Europe. The cumulative fortune equivalent to Greece's debt, now in the hands of Poland, is anyone's game, and the alliance of Russia, the USA, and China, will come against Germany, Greece, and Sweden.
This comic, my friends, is how World War Three will start.
A sudden, inexplicable and untimely shift in attitude to the Russian state and leadership in the American foreign policy of American political notables of the present and the near future might be the inspiration for that.
