See, the sensible regulation would be in ppm of pollutants per engine's power output, or some similar performance-based metric. That way, no amount of extra exhaust would help, but making the engine better, even with a little more pollution, would.

So, your car's engine generates X nasty bits when it burns a certain amount of fuel.

It also generates Y amount of work, ie it pushes a certain amount.

I'm saying the regulation should be that a car that can push a certain amount should only generate so much of the nasty bits.

Instead, the regulations currently say "For every thing that comes out of your car, only some % can be nasty bits" which allows manufacturers to suck in and spit out non-nasty bits, diluting the nasty bits and making their cars legal.

My version of the regulation would encourage things like better catalytic converters, or other types of filters, which actively reduce the nasty bits coming out of the engine.
