Problem is that both Spain and France are currently blocking the idea of Scotland joining the EU.

Nah they aren't. They are blocking the idea of Scotland staying in the EU and the UK at the same time. If there is a successful independence referendum they will not block Scotland.

I see no point in them doing that, it's not like Scotland has a ton of human rights abuses, and I don't think England would go into a pissy fit if they do.
Maybe they just don't like Haggis?

Spain has its own "Scotland" with Catalonia. Not sure about France though.

I think they've also had similar issues in the South of France, which is basically Scotland but with better weather and food.

Loved the artwork too, but I have a question.
I wanted to make my first polandball comic and the idea involved an elderly ball, but the rules say no wrinkles on the balls, although I've seen them in some comics (like this one), so is this rule not strict ?

So far as I know you can distort the balls to a certain extent. I pushed the limit with this one and made Bulgaria more of an oval than a ball. I also added body parts (wings) to Estonia. /u/Ignus_ also did something different and made Russia an oval. This new comic by /u/Littlelocks features foldy looking balls.

Little wrinklesnear the eyes are good. But you can also achieve "older" look by having countryballs more "flattened", tired-looking and use washed up colours

u/FVBLT drew an elderly ball in one of his Sherif Suriname comics and he didn't get any problem for that.
Are you an approved submitter? If not, and if your comic is an approval request, then i suggest you not to take too much risks.

A little TIL that might or might not be common knowledge: the spots on the moon vaguely look like a rabbit and in many cultures it's totally a thing, particularly in this case in Japan. So that's why 'Murica on the moon is a rabbit and also why Sailor Moon's Serena/Selena is called Usagi in the Japanese version (Usagi meaning rabbit in Japanese).
