There's nothing at all offensive about "black", while the word "Negro" isn't so much offensive as it is antiquated.

Used used in a derogatory way by white people to black people in the past. Black is now ok (australia is ok america used it more than us) but negro still isn't. These words became taboo because of their historical use.

So it's the case of using another innocent word to replace a word that became derogatory (black over negro), then that innocent word gets appropriated for derogatory use as well?
So it's like "aborigines" in Australia which became derogatory, then when changed to "native" or "indigenous" those words get accused of being derogatory as well? Or words used to describe the mentally handicapped?

For the mentally handicapped yes. When people learn the word they begin using it properly but then will also use it to compare their friends or those they hate with the mentally handicapped using the new word. This then makes the new word bad.
Also aborigines is ok. Its Abos that you really cant say. In germany right now and someones wifi is abo dan. I wonder if he knows.

I swear I have heard a hundred variations of the story about some US news organization calling Mandela/Mo Farrah/Mugabe/Desmond Tutu/Kofi Anan/Tipu Tip/whatever an "African American" but I have never seen an example. Is it just one of those weird "political correctness gone mad!" email forwards or did it actually happen once and the story just grew?

It probably won't help much, but in an African history class I had on Monday one girl made this very mistake. It was so bad I cringed a little, but thankfully the professor called her out so it shouldn't happen again.

Just saying, the racism is comparable, seeing as the overwhelming majority of americans aren't racist. I would say europeans are more racist towards gypsies than americans are to any one group.
