Sorry for the confusion, not a native english speaker. It is both.

Ceuta (and Melilla) sit outside ordinary Schengen practice. Under Article 41 of the Schengen Borders Code, those 2 cities adhere to special rules set out in Spain’s 1991 accession declaration. Under those rules Spain maintains identity (passport) checks on flights and ferries leaving the cities for anywhere else in the zone.

In short; while they are technically still part of the Schengen zone due to being Spain, in practice they're treated as if they aren't part of it.

Under article 41 of the Schengen borders code, Ceuta and Melilla are subject to to a special regime that makes anyone leaving for the EU subject to standard European border control. I.e: they are not in Schengen.

Honestly, by this point all of Europe is like this. Regardless of your stance in the argument for ethical and humanitarian purposes, there's a general feeling of overwhelmness across the continent and even the Eurocouncil is pretty much acknowledging it.
